Concealer can be applied under or over foundation (as long as your foundation/concealer colors are a close match). I apply my foundation first to even out my skin-tone and then use concealer to hide any imperfections that are still visible.
Use a small, fine-tipped brush and place small dots of concealer on the pimples, dark circles, etc. that you want to hide.
Take a small makeup sponge and blend the concealer by dotting the area back and forth with the sponge (don't pull or rub your skin).
Set the concealer/foundation with loose powder and you're ready to go!How Do You Apply Concealer?
After foundation and before powder. And only where needed. Use your finger (always wash hands before touching face) Or use a blending brush. But it's my preference to use my fingers.
Use a concealer brush (you can buy one at Sephora) or use your finger and dab it only on the really problematic spots. Blend with your finger and then put regular foundation over it so it blends with the rest of your skin. Good spots to put concealer include pimples, undereye circles, and white/blackheads.
Use concealer on clean moisturized skin, for me , fingers are the best tools. If you are using a liquid concealer, (they usually come in sponge-tipped wands) 1-2 dots for pimples, 5-6 dots for dark eyelids for top and bottom. pat gently with ring finger to blend.(the ring finger exerts the least pressure) Blend until the lines disappear. Brands to try , Clinique, MAC(tube type). Then brush on some loose powder. Just make sure that the colour matches your skin tone.
Look for concealers that come with sponge tip applicator wands, or buy sponges for the neatest application.

make sure you skin is clean - and mosturised - stops the concealer looking cakey and icky.
also make sure your hands are clean if your going to be putting it on with your finger - i think thats the best way to blend it :) and make sure you have one thats a close shade to your own skin colour - because it could make spots stand out more!
I use Rimmles 'Hide the blemish' its pretty cheap and comes in several shades and i think it works amazingly... better than others ive tried - great for under eye circles too :).
